The Virginia Department of Transportation owns and maintains the third largest roadway system in the nation. We were searching for a way to more efficiently manage and track schedules of our 14,000 active construction projects so we could more accurately predict advertisement dates, which would ultimately allow us to more accurately program our $16 billion Six Year Improvement Plan. Gerald has been an invaluable asset during this transition since day one. He was instrumental in analyzing our myriad of systems and successfully integrating them in a way to streamline the PWA user interface. Following a successful Proof of Concept, VDOT launched PWA in October 2014. This began a seismic shift in how we planned and managed our project schedules. Gerald was instrumental in implementing Microsoft Project Server, proactively identifying and resolving technical issues, as well as helping to shape the roll-out in a way that forwarded this cultural shift and facilitated District buy-in. As of May 2018, all active VDOT projects now have a schedule in PWA, which is our source system for all schedule information throughout the Department.

Gerald provided exceptional leadership, vision, and a remarkably patient and steady hand during this multi-year, multi-iteration installment. His knowledge, organization, temperament, positive energy, responsiveness and follow-through were all critical to VDOT’s success. He provided expert guidance on improving efficient and effective project oversight. Gerald led the development team, and consistently championed schedule data quality. He provided training for project managers across the Commonwealth, and prepared a variety of training aids and reference materials. In addition to being an industry Subject Matter Expert, he is flexible, insightful, tenacious, and resourceful.

In an August 2018 meeting, FHWA representatives conveyed that VDOT is an industry leader in transportation scheduling. Our progress would not have been possible without Gerald Leonard. The client was an international law firm with over 1000 lawyers in 5 countries in 14 offices. In 2008 the firm was without a standard PM process and lacked critical IT Governance capabilities.

The client required a PM Methodology to provide a standardized process to increase project management delivery and throughput. The staff had limited Project Management knowledge and skill set and the client also faced issues with a lack of Governance processes, decentralized project repositories, lack of a portfolio strategy capabilities and limited performance tracking visibility.

Mr. Leonard designed and implemented a customized PM Methodology and trained the PM staff to operationalize the methodology using MS Project. Implemented an Enterprise Project Management Solution follow by an Enterprise Portfolio Management Capability and implemented the firm’s IS Governance processes and chaired key governance bodies (PRB, ISRC, SMB, and ARB)

As a results the client increase project completion throughput from 20 projects a year to an average of 65 projects a year. Enabled faster selection of the firm’s IS Investment portfolio with the implementation of Microsoft PPM capability and all PM staff members earned their PMP certification and developed into seasoned Project Managers with the ability to support multiple project methodologies
